Shashi Tharoor, the Chairman of the Parliamentary Standing Committee on External Affairs, has officially clarified the objectives behind the committee’s recent visit to Jammu and Kashmir. Amid growing political discourse and varying interpretations of his earlier comments regarding the region, Shashi Tharoor emphasized that the panel’s activities were strictly confined to their institutional mandate.
Defining the Parliamentary Committee's Mandate
During a briefing with reporters, Shashi Tharoor stated that the committee's visit to Jammu and Kashmir was exclusively focused on three specific areas: the dynamics of India-Pakistan relations, China-India relations, and the operational efficiency of passport offices and related services within the Union Territory. He explicitly rejected any claims that the committee intended to conduct an assessment of the local domestic political climate or the internal security situation in the Kashmir Valley.
The committee, which is tasked with examining policies and operations under the Ministry of External Affairs, held a comprehensive meeting in Jammu. During this session, the members reviewed the performance of the Regional Passport Office and local Passport Seva Kendras. The panel engaged in a rigorous review process, posing detailed queries to officials from the police, the CID, and the postal department regarding procedural delays, police verification processes, and overall passport issuance times.
Political Reactions and Context
The need for this clarification arose following a political controversy triggered by Shashi Tharoor's initial remarks after meeting with Lieutenant Governor Manoj Sinha. While Tharoor had described the discussion as positive and noted progress toward normalcy, his comments prompted pushback from the J&K Pradesh Congress Committee. Ravinder Sharma, the chief spokesperson for the JKPCC, expressed disappointment, suggesting that the committee should have engaged with local residents and party workers to better understand ground-level concerns regarding the region's status since the 2019 reorganization.
Conversely, members of the Bharatiya Janata Party viewed Tharoor's earlier comments as a recognition of improved governance and security conditions following the abrogation of Article 370. The ongoing visit, which encompasses travel to Jammu, Srinagar, Leh, and Kargil, continues to serve as a focal point for broader discussions on J&K. Shashi Tharoor maintains that the committee remains dedicated solely to its external affairs and administrative mandate, steering clear of the complex internal political debates surrounding the Union Territory's governance and the restoration of statehood.
