Odisha Mandates Electric Vehicles for Official Use

Highlights

  • Odisha mandates electric vehicles for all state departments and institutions starting June 1st.
  • Eligibility criteria set for top officials and senior bureaucrats, with varying vehicle budget limits.
  • Prior approval required before any new electric vehicle is purchased to ensure transparency.
  • Local automakers encouraged in the procurement of electric vehicles.

In a significant step toward sustainable mobility and fiscal responsibility, the Odisha government has mandated the procurement of electric vehicles (EVs) for official use. Effective from June 1st, this new policy applies to all state departments and institutions, aimed at curbing fuel costs and reducing the carbon footprint.

Comprehensive Guidelines for Officials

The State Finance Department has outlined detailed procurement norms. Top officials such as the Governor, Chief Minister, Chief Justice of Odisha High Court, and ministers can procure EVs worth up to Rs 30 lakh (excluding taxes). Similarly, senior bureaucrats like the Chief Secretary and other high-ranking officers have been authorised to purchase vehicles costing not more than Rs 25 lakh. Lower-level authorities, such as District Judges and Collectors, are eligible for EVs up to Rs 20 lakh.

To ensure transparency and streamline purchases, prior approval is required before any new electric vehicle is acquired. The policy mandates that replacement vehicles can only be procured after the existing ones meet their service life or are declared unfit, adhering to prescribed government norms. Additionally, public sector units and educational institutions are encouraged to opt for locally-manufactured models from leading Indian automakers like Tata Motors, Mahindra & Mahindra, and Maruti Suzuki.

The move is poised to hasten the adoption of electric mobility within the government sector, lessen reliance on fossil fuels, and reduce long-term expenditure. It aligns with Odisha's broader climate and environmental goals.
