NCW Calls for Mandatory POSH Audits and Enhanced Monitoring Cells Across States

The National Commission for Women (NCW) has taken decisive action to enhance safety in the professional sphere by issuing a comprehensive advisory to all states and Union Territories. This directive mandates annual POSH audits and the establishment of dedicated monitoring cells to ensure the effective enforcement of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
The official communication, addressed to chief secretaries and senior police officials, aims to standardize the implementation of safety protocols across both government and private sectors. According to NCW chairperson Vijaya Rahatkar, maintaining a secure, respectful, and inclusive working environment is not merely a legal duty but a fundamental necessity for women's empowerment and participation in the nation's workforce.
Implementing Mandatory POSH Audits and Oversight
To institutionalize accountability, the NCW has advised state authorities to develop digital compliance dashboards and monitoring cells to track the progress of the POSH Act. These oversight mechanisms are designed to facilitate regular administrative reviews, capacity-building programs, and ensure that establishments adhere to statutory requirements. Organisations employing 10 or more individuals are now required to conduct mandatory annual POSH audits. These comprehensive assessments will evaluate the functionality of Internal Committees, the status of filed complaints, and the effectiveness of safety infrastructure.
Non-compliance with these audit requirements will be treated as a serious breach of statutory obligations. Furthermore, the NCW has emphasized the necessity of appointing Nodal Officers at the block, tehsil, and municipal levels. These authorities will act as the primary point of contact for grievance redressal and ensure that complaints are referred promptly to the appropriate Local Committees. Institutions such as hospitals, educational centers, and corporate offices have been instructed to ensure their Internal Committees are composed correctly, featuring a woman presiding officer and at least 50 percent female representation.
The advisory also highlights the importance of protecting the rights of complainants, witnesses, and committee members. It mandates robust safeguards against retaliation, such as adverse transfers or professional discrimination. Furthermore, the NCW is promoting the use of the SHe-Box platform for the online tracking and monitoring of grievances. By fostering a zero-tolerance approach to sexual harassment and encouraging regular awareness seminars, the commission seeks to transform the workplace landscape into a space defined by dignity, security, and equal opportunity for all women across India.
