The state government is preparing to initiate its most extensive road infrastructure programme to date, involving a significant investment of ₹19,300 crore. This ambitious project focuses on the reconstruction and modernization of 13,541 km of roads, including those managed by the Roads and Buildings (R&B) department and the Panchayat Raj department across Telangana. Utilizing the Hybrid Annuity Model (HAM), the government aims to enhance connectivity across 96 Assembly constituencies.

Transforming Road Infrastructure Across Telangana

Chief Minister A. Revanth Reddy is scheduled to officially inaugurate these major construction efforts during a public gathering in Nalgonda. The initiative is designed to revitalize severely damaged transport networks, construct new road segments, and upgrade existing infrastructure ranging from rural paths to multi-lane highways linking district headquarters. Authorities have mandated that contractors complete these projects within a 30-month timeframe. Furthermore, these developers will be contractually obligated to maintain the improved road infrastructure for a duration of 15 years, a move intended to eliminate the persistent issue of potholes and ensure long-term sustainability for motorists.

This widespread development follows years of noticeable decline in road conditions throughout the state. Historically, both R&B and panchayat raj roads have suffered due to insufficient maintenance. Furthermore, consecutive years of intense rainfall and subsequent flooding have decimated numerous bituminous roads and essential bridges. Districts such as the former Nizamabad, Khammam, Medak, and Warangal regions faced particularly severe degradation during the previous monsoon season. Although temporary fixes were implemented, permanent solutions were often stalled by budgetary constraints.

The state of rural connectivity became particularly dire, with many remote villages becoming inaccessible to vital transport options—including two-wheelers, autorickshaws, and ambulances—during the rainy months. This led to widespread public frustration and persistent demands for systemic improvements. Addressing these concerns, the Minister for Roads and Buildings, Komatireddy Venkat Reddy, confirmed that the R&B department will upgrade 441 roads spanning 32 districts at a cost of ₹13,006 crore across 34 packages. Simultaneously, the Panchayat Raj department will oversee the development of 2,162 roads covering over 7,449 km with an allocation of ₹6,294.81 crore.

To accelerate implementation under the HAM framework, the government will release a 10 per cent mobilization advance to the selected contractors. The R&B department will contribute approximately ₹1,300 crore, while the panchayat raj department will provide about ₹630 crore from the state budget. This funding structure, which involves the government paying 40 per cent of the costs during construction while contractors handle 60 per cent, is expected to fast-track the creation of a durable, statewide road infrastructure network.
