Employee Agitation Looms as Andhra Pradesh PRC Delay Continues
Andhra Pradesh employees are preparing for agitation over prolonged delays in addressing key financial demands, particularly in relation to the 12th Pay Revision Commission (PRC) Commissioner appointment. The state JAC Amaravati warns further action is imminent as frustrations rise among workers.

VIJAYAWADA – The Andhra Pradesh JAC Amaravati has issued a stark warning to the state government, suggesting that if the 12th Pay Revision Commission (PRC) Commissioner appointment and Interim Relief (IR) are not addressed soon, employees may take to the streets. This comes at an extensive state executive meeting in Vijayawada attended by representatives of various associations, district JAC leaders, and women's wing members.
According to Bopparaju Venkateswarlu, the JAC chairman, this impasse is severely frustrating employees. Mr Naidu had assured union leaders that the PRC issue would be personally addressed in October 2025, but progress has been nil on both fronts. He announced the formation of a coordination committee to formulate an action plan and reach out to other major employee organizations.
Mounting financial pressures have become unbearable for employees, as General Secretary Palisetti Damodar Rao pointed out. They are demanding immediate pay revision, settlement of pending surrender leave arrears, and a transparent roadmap for clearing PRC and dearness allowance (DA) dues.
Key Resolutions
Noting that the benefits of the 12th PRC were due from July 1, 2023, without a new PRC commissioner appointed to address these long-standing issues, leaders are critical. Furthermore, they highlighted that Telangana employees have been receiving 5% IR since October 2023, while Andhra Pradesh remains stagnant.
The meeting passed several resolutions, including the immediate appointment of a PRC commissioner, release of interim relief, clearance of DA arrears, restoration of pension benefits, extending child care leave to two years for women employees, full implementation of the Employees Health Scheme, and fulfillment of all promises made to both government and contract employees.
