Effective April 1st, Indian banking regulations will undergo significant changes affecting ATM withdrawals. New policies from HDFC Bank and PNB integrate UPI payments into existing transaction limits, while eliminating the need for debit cards in cash withdrawal processes.

Highlights
- •Unified Payments Interface (UPI) withdrawals are now counted against customers' free transaction limits
- •HDFC Bank allows up to 5 free ATM transactions per month from April 1st onwards, compared to its current 3
- •PNB's specific daily withdrawal limit changes for certain debit cards have yet to be released
- •UPI-based cash withdrawals now eliminate the requirement of a debit card, simplifying and integrating digital payments with physical cash.
The banking industry in India is set to undergo a significant transformation with the introduction of revised ATM withdrawal rules effective from April 1st. HDFC Bank and Punjab National Bank (PNB) have announced updates to their cash withdrawal policies, aiming to improve transparency and fair charges for customers.
ATM withdrawals using Unified Payments Interface (UPI), or 'cashless' payments, will now be counted against the customer's free transaction limit, regardless of previous segregation. This will impact both HDFC Bank clients and those with ATMs from PNB, affecting daily withdrawal limits and overall usage.
The new banking standards introduce a fee of ₹23 per transaction for customers once their free allowance on each card is exceeded. Currently, HDFC Bank allows five free withdrawals monthly while PNB's metropolitan area ATMs offer three free transactions, with limits in non-metropolitan areas varying. These changes aim to harmonize the charge structure and enhance public understanding during cash withdrawal methods.
In addition to these adjustments, UPI-based cash out features will be fully integrated into bank procedures for customers, eliminating the need for debit cards. This enhancement merges digital transactions with physical cash withdrawals from ATMs.
Though PNB's specific debit card limits remain undisclosed due to their still-evolving nature, both HDFC Bank and other leading banks are implementing these changes to enhance user satisfaction and control fees efficiently.
