The Central Government has appointed an expert committee that was given a period of 18 months to submit recommendations.

Devising Plan Before Final Report

The panel is currently undergoing consultations, visiting various states and union territories to gauge the prevailing conditions. Meanwhile, employees' unions are pressuring for interim financial relief before the final report is released. Union officials suggest that a temporary wage adjustment might be necessary given the extended timeline.

Dr Manjeet Singh Patel, national president of All India NPS Employees Federation, asserts that immediate salary adjustments could prevent financial strain on government employees if a new fitness factor of 2.0 is introduced in future. This would entail the DA being doubled and integrated with basic salaries at this stage. However, there is no consensus yet from the government to incorporate the DA immediately.

The Ministry of Finance, as per a letter dated December 2025, informed the Lok Sabha that the central government does not have any current plans to merge the DA with base salary in the short term. This decision hinges on the recommendations provided by the 8th Pay Commission's final report.

The central government approved the terms of reference for the 8th Pay Commission almost seven months ago, and it is currently assessing conditions across different states to finalize its report. The government is looking at providing immediate interim relief before merging DA with basic salary on a permanent basis.

The impact remains unclear until the final report from the commission comes in. Workers, expecting clear guidance, are keeping their hopes alive that interim measures may be in place till then. The 8th Pay Commission's deliberations and future recommendations are likely to shape government salaries for years to come.
